SUPPORT TO THE PUBLIC PROSECUTOR OFFICES

4 Digits Consulting has, as part of the project “Support for the Implementation of Judicial Reform in Serbia”, co-funded by the European Union and the Council of Europe, supported the Public Prosecutor system in Serbia, through several activities. 4DC has provided expert support in drafting two major by-laws regulating the work of the Public Prosecutor Offices. One of them is the Rulebook on Administration in Public Prosecutor Offices, which is the umbrella document regulating administrative procedure in the PPOs. A significant aspect of the provided support was monitoring the compliance of the drafted changes to the Rulebook with the recent constitutional changes in Serbia, as well as drafting relevant provisions of the Rulebook in regard to the current state of eJustice in the PPOs in Serbia.

Another significant by-law in which 4DC assisted the public prosecution system is the Rulebook on Case Weighting in Public Prosecutor Offices. A first draft of the Rulebook has been developed and discussed on the meeting of the Working Group on August 28 – August 30, 2023. This document lays the foundation for introduction of case weighting in PPOs in Serbia, ensuring a more equal and just case allocation among public prosecutors.

In addition to these activities, 4DC also prepared an Analysis of the efficiency of current mechanisms for public prosecution case-law practice, also under the CoE “Support to the Justice Reform in Serbia” project. The drafted analysis identified possible shortcomings and provided recommendations for the improvement of both the existing electronic database of public prosecutor’s case-law practice and organizational mechanisms for monitoring and standardizing public prosecutor’s case-law practice.
