The Judicial Efficiency Project is funded by the European Union. The main goal of the project was to improve the performance of judicial bodies and their ability to measure performance through standardisation of working processes and procedures, introduction of new and improved methodologies, better communication with the public, enhancement of professional competencies and revision of the legislative framework. The project will address judicial efficiency at large, focusing on the network of courts of general jurisdiction and public prosecutors’ offices.


The project started in February 2016 and its duration is 24 months with an overall budget of 3.8 million EUR.

The project was designed in view of the need to consolidate and accelerate numerous positive initiatives made over the past years by different reform programmes dealing with judicial efficiency in Serbia. The project was closely aligned with the priorities defined in key strategic documents – the National Judicial Reform Strategy and Action Plan for the Chapter 23, and aimed to contribute to better performance of the Serbian judiciary and its alignment with EU standards.


The project was implemented by a consortium led by the British Council in association with UK Ministry of Justice, DMI Associates, Alternative Consulting, 4 Digits Consulting and Institute Mihajlo Pupin.

Achievements

The project activities were structured under five components, which were designed to improve the overall efficiency of the judiciary and to facilitate the administration of justice in a fair, transparent and timely manner that secures the public trust and confidence. Some of the most important project achievements are:

  • Backlog of old cases reduced in at least 30 targeted courts across the country, including Belgrade Basic Courts
  • Uniform case weighting methodology successfully developed and tested in at least 20 targeted courts and subsequently rolled out countrywide
  • Administrative streamlining conducted in up to 40 targeted courts and public prosecutors' offices 
  • Human Resource Strategy for the judiciary developed
  • System for performance measurement of judicial bodies improved
  • Harmonisation of jurisprudence improved
  • Interoperability feasibility framework of the existing ICT systems developed
  • Judicial efficiency related legislative and regulatory amendments determined and drafting processes supported.
