As part of the CoE led project “Strengthening Accountability of the Judicial System and Enhancing Protection of Victims` Rights in Montenegro”, implemented under the „Horizontal Facility for the Western Balkans and Türkiye”, 4DC experts are conducting a comprehensive Assessment of the Organization and Work of the Administrative Court of Montenegro.
The goal of this initiative is to assess the situation in the administrative area and define recommendations for improving the legal framework and practice, all with the aim of strengthening the quality of decisions, respecting the right to a trial within a reasonable time and transparency of court work, in in the context of the implementation of material-legal standards and procedural guarantees in administrative proceedings.
As part of this assessment, the 4DC experts conducted a mission visit to Montenegro on September 29th and October 2nd, in order to discuss with all relevant stakeholders challenges in the work of the Administrative Court, possible ways to improve the functioning of the court with the aim of strengthening access to justice, as well as other issues from importance for improving the quality of decisions and the efficiency of judges’ work.
