As a continuation of previous efforts related to capacity building of the High Court Council for better human resources management, “4 Digits Consulting – Judiciary and Public Sector Support” developed and implemented, under the project “Institutional Strengthening of the High Court Council” funded by USAID, the  lay-judges module, as part of the HCC HR application.

Lay-judges module is a modern management tool for more precise and efficient use of available resources for more functional operations of the courts. This module will support the HCC’s effort to better assign and allocate resources necessary for proper adjudication in procedures where lay-judges are envisaged, as a symbol of citizen’s participation at the hearings and decision making process.
